will be given the first question. mitt romney will have the final word tonight. the debate will be broken up into six 15-minute segments for a 90-minute debate. it will include three on the economy, one on health care, one on governing and one on the state of government. the role of government, i should say. now, both candidates will be standing at podiums. no strict time limits. each candidate will have two minutes to answer that question and then the rest of the segment will be an open discussion about the topic at hand. so that is how the debate is going to do. aides with the obama campaign say his goal is to deliver his message in a crisp and clear manner. to not seem too long winded as sometimes he has in the past. so that's really his goal and also to make the case about why he thinks he can do a better job in these next four year of turning the economy around and to really give people specifics. as i said, the first lady will be there tonight. it is their 20th anniversary. no time to really celebrate tonight. they say they will do that this weekend. >> quite a way to celebrate. thanks

an advantage in the way the non-rules are in this debate tonight. and i also think that mitt romney has come off a series of really easy debates. we have to remember, mitt romney triumphed in a republican presidential field that was the worst republican presidential field in the history of the republican party. those are the debates he won. he was the one on the stage who did not look outright insane, compared to the rest of them. that isn't going to work for him tonight. he's going against the best debater mitt romney has ever been up against in his life. this is going to be, i think, a really great debate. >> preparing for this, i went back and looked at some of the 1994 debates between romney and kennedy, looking at some of that to see, you know, how does he deal with a democratic opponent? we've seen him debate a lot of republicans, but not a lot of democrats. and if it's half as fun as it was between him and ted kennedy, we are in for a very, very fun night ahead. lawrence, thank you for that, particularly on the rules. i think that was a really important point. we'll talk with you agai

's debate. team romney is also rolling out a new tv ad today, featuring a former obama supporter, who says she has changed his mind. >> i'm disappointed in barack obama as my president, because he promised to bring us all together. and we're all going to be able to prosper. i don't see the prospering. >> and big news out of ohio, where an appeals court has upheld a ruling that reinstates early voting on the final three days before election day. the ruling means that people in ohio can continue to cast their ballots up until election day, depending on the decisions of local election boards. it's a win for the obama campaign, which has filed a lawsuit arguing everyone should be able to vote on those days. we'll have more on all these stories throughout the next three hours. >>> president obama today keeping his focus on jobs, as we have mentioned. the september jobs report showed a drop in the unemployment rate to 7.8%. the president said in his weekly web address that the burden is on congress to keep the economy moving forward. nbc news white house correspondent, mike viqueira joins me now

hoping for more of this. it is teed up to be a debate about big ideas. is mitt romney going to deliver? >> i am sure that part of the reason this video is out there, just the day before, is to give romney the opportunity to, perhaps, reference it when you talk about the role of government, when you talk about the economy, he's got some phrases he likes to use about more people being on welfare and all of that, so i would imagine we'll hear some of that. i actually disagree with something mark said. i think this was very much a play for the base. even our nbc news poll, 23% of people said, that 47% comment made them like mitt romney better. so there are people out there who agree with those comments. >> aren't they locked up already? that's a question -- >> no. because remember we've also seen reuters has had the polling and a lot of polling that show some low-income southern whites are thinking he's too richy rich. what it shows is he's still in trouble with his own base and now, you know, obviously the way the white house is trying to set this up, the president is going to talk about

package and said he would go to the debate unless there was a bailout package. so in the middle of all this, we didn't know if john mccain would show up on the night. so that's september. and that romney has now had a tough month. it is september. people ask mala time, what do you think? what is going to happen? i would say it's pretty early. if you think about it, the 18 day sound like a lifetime to me. so he's got two lifetimes. it was like 40 days. a lot can happen on the campaign trail between now and the end.
